Kane-DuPage Soil & Water
Conservation District
Soil & Water Conservation Districts,
established in 1937 under the Illinois Soil and Water Conservation District Act,
are local units of government. The Act gives SWCD’s the responsibility
to provide technical information to individuals and groups on methods of soil
and water conservation. There are 98 SWCD’s in Illinois.
Kane County Soil & Water
Conservation District was formed in 1944 and later combined with DuPage County.
The SWCD is a public body made up of citizens concerned with the protection of
our natural resources. A five-member board of directors elected by
District landowners and residents governs it.
This board of directors, the
District staff and the District Conservationist assigned by the U.S. Dept. of
Agriculture’s Natural Resources Conservation Service (NRCS) develop annual and
long-range plans that direct the activities of the District and NRCS.
Districts have no taxing
power. Funding is provided in part by the Illinois Dept. of Agriculture (IDOA).
Districts offer several programs which supplement IDOA funding. This
additional funding is utilized for operation expenses and education programs.
The Kane-DuPage office
houses historical aerial photography, wetland, floodplain and soils information
for the two counties. The district reviews all proposals to zoning
changes within the two county area and comments on the developments impact to
the natural resources of the site and surrounding area. Through an
inter-agency agreement with the US Army Corps of Engineers district staff
reviews Erosion and Sedimentation Plans and performs inspections on development
sites requiring permitting through USACOE. A full-time Education
Coordinator provides programs for youth and adult audiences.
